PC assignment was to provide support to the CYDA (Confederation of Yemeni Development Authority) technical office in Al Hudaydah. PC USA provided both architects and construction supervisors to CYDA. I was a construction supervisor. The types of construction projects included; improving the draw down rates of hand dugs well, installation of water distribution systems including pipe layout, pump house construction, storage tank construction and basic end user hygiene best practices, dynamite and doze rural mountain roads, construction of schools. To help provide for a reasonable number of qualified local contractors, I developed a ”best practices” course for contractors from which graduates were awarded diplomas and the privilege to bid on CYDA projects. Bidding and estimating techniques, blue print reading, cost control and finance record keeping, as well as construction site safety, current construction techniques, and general HR methods we all included in the course. Funding sources for the water projects was a 50/50 split with UAAID ($) and local Sheiks (in-kind contributions). The in-kind contributions were of course labor. Most of the potable water projects consisted of a 15 meter drilled well, a Yanmar diesel pump, an elevated water storage tank (10 to 15 meter), a PVC distribution system, and a standpipe with faucet at the end point. Included in the local buy-in for the projects was the identification of a village inhabitant who would be the local project manager. The individual would be brought into the project at the beginning design portion and would be included in all of the phases of the project; distribution layout, Yanmar pump selection, operations planning and was also provided with a supply of spare parts for future maintenance both diesel and PVC.
