The community of Kivsharivka and its broader region of Kupensk have in recent years experienced a severe population decline due in larger part to the closure of the former Soviet Union’s largest metallurgy plant. The subsequent effects have been population decline as a result of high unemployment, high-rates of alcoholism and drug abuse, dilapidation of government and public facilities resulting in decreasing opportunities for the area’s youth of all ages. The Regional Ministry has requested the establishment of a regional journalism program to attract children away from these destructive activities. The request was seconded by the student populations of nineteen regional schools and their directors.

The community is requesting assistance to provide equipment for each of the nineteen schools participating in the regional youth journalism program. Partnership funds will be used to purchase nineteen digital cameras. These cameras will be used for photography classes, to photograph school and community events, for the monthly regional youth newspaper and website, and for photography exhibits showcasing students’ works. The Community will be providing special software and computers needed for all the activities mentioned above.
