Ukraine's high rates of chronic illnesses, birth defects, and disabilities are traceable to the dangerous environment of a nation of heavy industry with few enforced policies to safeguard its people from toxic contaminates that are not only life threatening but genetically devastating. Prior to independence, many of the disabled were entitled to aid from the government. Today almost all of these mechanisms for providing support for disabled individuals have been significantly reduced or have disappeared entirely. The Disabled Peoples' Organizations Union of Ukraine (DPOUU) is a local NGO that works to fill the void of services and assistance offered to the disabled in Ukraine. The DPOUU has recently remodeled part of the building they occupy to create a Rehabilitation Center. The Center will offer medical and physical therapy treatment plus sociological and psychological services. An important aspect of the rehabilitation project is to provide entrepreneurial counseling on how to develop a small business and offer job training to the disabled that will allow them to participate in the developing market economy and achieve a level of self reliance. Partnership funds are being sought to establish a Computer Training Center within the newly renovated Rehabilitation Center. The Computer Center will provide a venue for the disabled to learn computer skills including word processing, developing spreadsheets, database development, website design and internet skills. The DPOUU is providing the necessary space, Partnership funds will be used to purchase six computers and one printer.
